on the assumption that the annual grant of £300

from H.M.G. would be received as in the past

(paragraph 2 of enclosure 3).

In paragraph 4 of the despatch the

Governor expresses the opinion that the present

would be a peculiarly unfortunate moment for the

disappearance of this annual grant, and I think

this opinion is quite justifiable.

As the Governor

says, it would indeed be a pity were a temporary

cessation of payment by H.M.G. to give the impression

that the latter's interest in the University were

waning.

? Subject to Mr. Mayhew's obsons. and

the comments of the Accounts Department, reply that

provision of the grant of £300 will be included in

the U.K. estimates for 1939 to 1940 which are now

to

in course of preparation; approve the utilisation

of the surplus for increasing the number of

scholarships to be granted in the next few years;

and say that the S. of S. would be glad to receive

details of the scheme which is finally agreed upon.
